The report stated that Codex and ChatGPT Work represented more than half of the output tokens generated by EU enterprise customers in the sample. OpenAI CFO Sarah Friar said that over half of AI use among the company’s EU enterprise and business clients involved agentic tools.
OpenAI defined small and medium businesses in its analysis as those with 200 or fewer associated users. The company reported that weekly active users of Codex and ChatGPT Work among these EU businesses increased more than eightfold since May 2026.
According to the analysis, the share of output tokens generated by Codex and ChatGPT Work varied across EU countries, ranging from 22% in Slovenia to 85% in Lithuania. These figures were based on sampled ChatGPT Enterprise accounts.
