Ofgem Consults on Second EGL3 Early Funding Request

A second request for early funding for Eastern Green Link 3 is under consultation, covering land acquisition, preparatory work and procurement commitments, according to Ofgem. The regulator is consulting on its provisional position rather than making a final funding decision.

Ofgem describes EGL3 as an electricity transmission connection with a capacity of 2 GW, using high-voltage direct-current technology. Its route connects Peterhead in Scotland with Walpole in Norfolk, England.

The consultation, published on 30 October 2026, concerns a joint application from National Grid Electricity Transmission plc (NGET) and Scottish Hydro Electric Transmission plc (SHET). According to Ofgem, this second Early Construction Funding (ECF) application covers strategic purchases of land, enabling work at an early stage and commitments to procure items ahead of construction.

Under Ofgem’s description of ECF, funding can cover specified activities related to construction while a project is still being finalised and before planning consent has been obtained. The regulator states that awarding ECF neither settles the outcome of a planning process nor assumes what that outcome will be.

The current application is separate from an earlier funding approval for EGL3. In December 2025, Ofgem approved funding covering both early construction and work before construction; that decision is distinct from the second request now being considered through consultation.

Ofgem has set 30 November 2026 as the consultation deadline. The regulator says it will consider the responses after the consultation period ends.
